I was 15 years old and walking home when BROOKS ALLEN failed to make a 90° turn going 100 Miles Per Hour….My back broke….What organs weren't pulverized during impact are carved away as I catapult through his windshield...half in the car half out...he does not stop...I scream, my leg is caught in the tires as he races away….my leg’s ripped from my body, vaults through the night air landing in a tree 200 yards away, still he drives on...My cry for help unheard...Life is draining as the blood spews over the inside and outside of his car…

CAN ANYBODY HEAR ME???  Why wont he stop for help???  

My neck breaks, death is only a moment away, he races farther away refusing me help….he shields his eyes from my dieing PLEADING EYES….Mister please stop !!!

MOM Help me, Don’t let this man do this to any one else...Don’t let me die in vein!!!

Brooks was denied numerous times for parole and early release to halfway house, He was denied release to a halfway house in October 2006 due to lack of accountability , Poor behavior, inflamed public reaction and recommendation from The DA.   January 12 he was denied another request for parole  a record was entered into the database which initiated a letter notifying me of the denial.  Two weeks later I received a phone call saying oops the parole board made a mistake...Brooks will be granted parole on grounds of “good behavior, his acceptance of the crime & recommendation from the Dept of Correction”    When I went to investigate this with the Victim & Witness Advocate, all records in the database that were made Jan 12th were deleted...hmmmm very suspicious. 

 

What happened between October and January ??? In Oct the DOC said he was not worthy of release to a low security half way house, yet by January he is a model prisoner and will be release into society !!!!  Sounds like there is a disconnect in the System…. or maybe it is a matter of over crowding in our Prisons….Or enough money was paid to someone!  Either  way I know that a Murderer should not be released on parole if he has been a bad imamate for 8 years , then behaves for 2 months before the parole review! 

 

I have learned so much about the Parole System since I was incorrectly notified that parole was denied...As a victim I am nothing less than appalled!   I hope to pass this info on and provide a means to let others help change the parole system.  It is too late for me and My Murder, but hopefully we can keep the rest of them where they belong and Hopefully we will see the day when Victims have as many if not MORE rights than criminals

As bad as all this sounds, the details are even worse…I hope you read on to find out what happened to Robby, Why the courts never got to hear the truth, why this man was charged with Murder, why he was denied release and how an error in the parole system is allowing him to be released.  There is a lot of info to pass on...and I am not a web wizard so please bear with me….If you   don't wish to read on or to help change the system fine, I appreciate that, but please remember the mug shot you see.  If you live in the state of Pennsylvania and see this man… WATCH OUT!!!  If you see him violating his terms of parole PLEASE report it (you can email me or email the parole board)  Click here for a complete list of his parole terms.  He basically is not allowed to Drink, not allowed to be around people who drink, he is not allowed to drive unless he  has a breathalyzer interlock installed  (that is a device that wont let him start the car if he has had anything to drink)

I can not keep Brooks from being released But I can try to get him put back in if he violated the term.

Robby's wallet was in his hip pocket then found at the POI, yet a part of the chain was found in BROOK ‘s car...Miles away...Robby was only impaled up to his chest??? How did the chain get  in his car ??

As Brooks is removed from his car police find an open bottle of beer and a photo of his young son...Sadly that beer  took this boys father out of his life...I guess the bottle was more important than the Son.

Notes from the Police file..The next day Brooks admits he understands the charges but says he doesn't want to talk about it.  In Court he claims he doesn't remember, 2 years later When I met him to see if he had the answers to these and many other questions he said I do not remember !   How can you accept the responsibility if you claim one time to remember but take the 5th and keep silent, then later claim you do not remember at all???

A Man Who can look at this for 3 miles and refuse to get him help should not be allowed  on their streets again !!!
